1.中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海油石化工程 （以下稱為“招標(biāo)人”）委托，就江蘇濱海LNG接收站項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafterreferred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engineering Co., Ltd.(hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under LNG Ship-loading pump by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Quantity:Three sets

 

規(guī)格：設(shè)計(jì)流量為2000m3/h，揚(yáng)程為150m，設(shè)計(jì)壓力為1.82 MPa G，設(shè)計(jì)溫度為-165/+65℃。

Specification:The design flow is 2000m3 / h, differential head is150m, design pressure is 1.82MPa G, design temperature is -165/+65℃.

  

交貨期Delivery Schedule: 

分兩批交貨，第一批包括底閥和假泵，第二批包括泵和備件等。

Goods shall be delivered in two batches, the firstbatch shall include Foot valve and Dummy pump; the pumps, spares and otherparts as the second batch.

境內(nèi)貨物：第一批于合同簽訂之日起60周；第二批于合同簽訂之日起69周。

 Forgoods inside the PRC customs territory: The first batcharrived at Jiangsu Binhai LNG Terminal Project Site within 60 weeks from thedateof the signing of the contract,the second batch arrived at Jiangsu BinhaiLNG Terminal Project Site within 69 weeks from the dateof the signing of the contract.

境外貨物: 第一批于合同簽訂之日起56周；第二批于合同簽訂之日起65周。

 Forgoods outside the PRC customs territory: the first batchshall  arrive at Shanghai Port, P.R.China within 56weeks from the dateofthe signing of the contract,the second batch shall arrive at at Shanghai Port,P.R.China within 65 weeks from the date of the signing of the contract.

2.對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求

Requirements forQulification of Bidder

A．投標(biāo)人應(yīng)為所投貨物的制造商。本次招標(biāo)不接受代理商投標(biāo)。

The bidder shall be themanufacturer of bid goods. Bid by Agent is not accepted.

 

 

（2）業(yè)績要求：

Requirement forBidder's reference:

制造商近十年內(nèi)（2010年1月1日至2019年12月31日）應(yīng)具有至少2臺(tái)設(shè)計(jì)流量為2000m3/h及以上，揚(yáng)程為150m及以上的LNG裝船泵供貨業(yè)績，并提供業(yè)績證明文件，包括：銷售合同復(fù)印件（含首頁以及簽字頁、關(guān)鍵技術(shù)參數(shù)頁等）、交貨接收證明文件以及其他證明材料。若投標(biāo)人提供的業(yè)績?yōu)橹腥A人民共和國境外業(yè)績，須單獨(dú)委托第三方（勞氏、DNVGL、BV）進(jìn)行審查，經(jīng)第三方審查符合招標(biāo)文件業(yè)績要求并提供第三方審查報(bào)告的視為有效業(yè)績。

In the recentten years (from January 1, 2010 to December 31, 2019), the manufacturer shall have at least two sets of sales performance of LNG Ship-loading pump with design flow of 2000m3/h or above and differential head of 150m or above.,and provide performance supporting documents, including: copies of sales contract(including home page, signature page, key technical parameters page, etc.),goods delivery or receipt documents and other supporting documents. If the performance provided by the bidder is overseas performance of the People’sRepublic of China, a third party (Lloyd's, dnvgl, BV) shall be entrusted separately for review. The third party's review meeting the performance requirements of the bidding document and providing the third party's review report shall be deemed as effective performance.

 

3.有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2020年3月12日開始至2020年3月19日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。

The interested Bidders may obtain the bidding document by followingmethod: Please login at CNOOC Procurement OperationSystem on the page ofInvitation for bid for purchasing Bidding document from March 12th, 2020 to March 19th, 2020. For the first time oflogin, a registration (free ofcharge) is needed and only after successfulregistration, Bidder can purchase Bidding documentsonline. The whole purchasing process must be operated online and offline payment will not be accepted. After successful paymentof RMB2000.00 or USD 350.00 for each copy of Bidding documents whichisnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

 

4.投標(biāo)文件遞交截止時(shí)間和
