中化建國際 （以下稱為“招標代理機構”）受中海石油（中國） （以下稱為“招標人”）委托，就旅大5-2N二期油田開發項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of LD5-2N OIL FIELD PHASEⅡ DEVELOPMENT PROJECT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.  招標條件

項目概況：新建一座4腿熱采平臺LD5-2N WHPB，設置生產、注熱和修井設施，通過棧橋連接I期WHPA平臺。公用系統依托I期PAP平臺，PAP外擴附屬設施。物流進行部分脫水、脫氣后通過棧橋輸送到LD5-2N WHPA，越站輸 平臺注汽鍋爐和熱介質鍋爐燃料氣主要引自SZ36-1 CEPN 平臺。電力依托綏中-錦州油田群岸電。

Project Summary：A new 4-leg thermal recovery platform LD5-2N WHPB will be built with production, heat injection and workover facilities. The Stage I WHPA platform will be connected via trestle. The public system relies on the phase I PAP platform, and PAP expands its ancillary facilities. After partial dehydration and degasification, the logistics will be transported to LD5-2N WHPA by trestling bridge, and transported to CEPN Platform of Suizhong 36-1 Oilfield for processing across the station. Platform steam injection boiler and hot medium boiler fuel gas is mainly cited from SZ36-1 CEPN platform. Electric power depends on Suizhong - Jinzhou oil field group shore power.

3. 對投標人的資格和業績要求：

（3）業績要求Requirement for Bidder's reference:

自2012年1月1日起至投標截止日（以合同簽訂時間為準），投標人應具有至少2臺螺桿泵橇（流量≥66m3/h，排出壓力≥2915kPaG，雙螺桿泵，介質原油）的供貨業績，并提交相關業績證明文件。

投標人須按規定格式提交業績表，業績證明文件包括但不限于：銷售合同原件掃描件和到貨驗收證明文件。業績證明文件按至少體現以下內容：合同首頁、簽字蓋章頁、合同簽署時間、貨物名稱、技術參數（流量≥66m3/h，排出壓力≥2915kPaG，雙螺桿泵，介質原油）、供貨數量，到貨驗收證明文件。未提供以上文件或提供文件無法滿足上述要求的視為無效業績。

From January 1, 2012 to the bidding deadline (subject to the contract signing time),The bidding products that meet the requirements of this project ( capacity ≥66 m3/h，Dis pressure≥2915kPaG，Double screw pump，Medium is cruel oil) should have two or more sets of   application performance within ten years and have a good record of stable operation ;  The bidder shall submit the performance table in the prescribed format and submit relevant performance certification documents.  Performance certification documents include but are not limited to:   Copies of sales contract (including relevant technical attachments);  The arrival acceptance certificate materials signed and sealed by the user . 

The supporting documents submitted by the bidder must at least show the following contents: name of goods, quantity to be supplied, the main parameters of  crude oil pump（capacity,head,type,Medium）.  If the performance certification documents are not submitted, or the performance certification documents provided cannot verify the above contents, the performance shall be regarded as invalid.

4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年4月24日開始至2023年5月5日止，請登錄中國海油采辦業務管理與交易系統(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from April 24, 2023 to May 5, 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
