1．中化建國際 （以下簡稱“招標機構”）受中海油江蘇天然氣 委托，邀請合格投標人就江蘇LNG接收站項目下列全新貨物和有關服務進行國際公開招標, 現邀請投標人對下列貨物和服務提交密封投標：

關境外提供的貨物：貨物應于合同簽訂之日起480日內到達中國上海港。

關境內提供的貨物：貨物應于合同簽訂之日起480日內到達江蘇省鹽城市濱海港區江蘇LNG接收站業主指定現場。

2．業績和資格要求：

1）資質要求：

- 投標人必須是具有獨立法人資格的卸料臂制造商或代理商。

獨立法人資格要求：關境內投標人應提供有效的營業執照、組織機構代碼證、稅務登記證或三證合一的營業執照等。關境外投標人應提供有效的獨立法人證明。以證明投標人具有獨立法人資格。

代理商要求：如果投標人所投的貨物（卸料臂設備主體）不是投標人自己制造的，投標人應得到貨物制造商的同意以及證明其在本次投標中唯一提供該貨物的正式授權書。

- 壓力容器部件的制造商應具備中華人民共和國特種設備制造許可證（壓力容器）或國家質檢總局特種設備許可辦公室（SELO）頒發的制造許可證，且證書在有效期內。

2）財務要求：投標人應提供2016-2018年審計機構出具的財務審計報告及經審計的財務報表，包括資產負債表、現金流量表、利潤表。

2016-2018年的年平均凈資產：不低于等值3500萬元人民幣；

2016-2018年的年平均資產負債率：小于0.85。

3）業績要求：制造商自2009年1月1日至投標截止之日，至少具有2個LNG接收站（設計產能不小于200萬噸/年）16”及以上的LNG卸料臂供貨及成功投用業績（業績時間以卸料臂設備在項目現場成功調試并出具單體調試或聯合調試報告的時間為準），每個業績中供貨的LNG卸料臂數量至少3臺、返氣臂數量至少1臺。提供相關證明材料。

相關證明材料包括：業績合同關鍵頁復印件（如合同首頁、合同簽訂日期頁、交貨日期頁、雙方簽字蓋章頁、供貨范圍/工作范圍描述頁、主要技術參數頁等關鍵頁面，原件備查）和設備現場調試報告（業主、監理等簽字），或用戶業績反饋證明（用戶蓋章或法定代表人簽字）。未提供有效證明材料或證明材料數據不足的業績將視為無效業績。

4）質量要求：制造商應提供ISO9001質量管理體系認證證書，且證書在有效期內。代理商投標時應提供所代理的產品制造商的ISO證書。

3．有興趣的合格投標人可通過以下方式獲取招標文件：

1.              CNCCC International Tendering Co.,Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC Jiangsu Gas Co., Ltd (hereinafter called "Purchaser") invitessealedbids from eligible bidders for the supply of following equipment:

Delivery Schedule:

For goods offered from outside PRC customsterritory: goods arrived at Shanghai Port, Jiangsu, P.R.China within 480 days from the date of the signing of the contract.

For goods offered from within PRC customsterritory: goods arrived at Jiangsu LNG Terminal Project Site within 480 days from the date of the signing of the contract.

2.              References and Qualification requirement:

1) Qualification requirement:

- Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity.

Bidder from within the PRC Customs Territory shall provide valid business license,Organization Code Certificate and tax registration certificate. Bidder from outside the PRC Customs Territory shall provide valid independent legal entitycertificate.

If the goods (equipment body) is not manufactured by bidder, the bidder shall obtain the only legal officialauthority of the manufacturer that the bidder could provide the goods for thebid in China.

- Manufacturers of pressure vessel components shall have Manufacturing license of the People's Republic of China (pressure vessel) or Manufacturing license issued by the special licensing office (SELO) of the general administration of  quality supervision, inspection and quarantine within the validity period.

2) Biddershall submit 2016-2018 audited financial report issued by auditing agency, including balancesheets, cash flowstatement, profit statement.

Average netassets of last three years (from 2016 to 2018): not less than RMB 38,000,000Yuan or equivalent;

Average asset-liability ratio of last three years (from 2016 to 2018): less than 0.85.

3) Manufacturer shall have at least 2 LNG receiving terminal projects (design capacity not less than two million tons/year) with 16” and above LNG unloading arm supply and successful application performances from January 1, 2009 (The period should be subject to the successful commissioning on the project site and the report of Unit or Joint commissioning issued), the quantity of LNG unloading arms supplied in each project should be at least 3 sets, and the NG arm should be at least 1 sets. The references shall be testified by proof materials.

The proof materials include: copy of key pages of contract (The homepage of contract, the sign date page of contract, the delivery date page of contract, the both parties signed and stamped page of contract, the description page of Goods scope or Work scope, the key pages of main technical parameters, the original copy for reference) and commissioning report (signature of owner and supervisor), or User performance feedback certificate (seal of user or signature of legal representative). The performance without certification documents or insufficient evidence will be treated as invalid performance.

4）Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid. The agent shall have the ISO certificate of the product manufacturer.
