2. 對投標人的資格和業績要求：
Requirements for Qualification and reference of Bidder:
（1）資質要求及證明文件
Requirements of Certificate of Bidder
投標人承諾“水下液壓剪切機具設備”制造商自有工廠生產，若是境外制造商，需承諾提供產地證明。招標人不接受貼牌產品。
The bidder must promise that the" hydraulic subsea sheari " is produced by the manufacturer's ownfactory. Overseas bidder promise to provide certificate of origin. The bidder does not accept the OEM product.
投標人若為投標產品的制造商代理，需取得制造商在中國的授權代理資質，投標時需提供有效期內的授權代理證明文件。
If the bidder is the manufacturer's agent of the bidding product, it shall obtain the manufacturer's authorized agent qualification in China, and provide the certificate of authorized agent within the validity period when bidding.
（2）業績要求：
Requirement for Bidder's reference:
投標人所投標產品的制造商在全球范圍內2009年1月1日-2018年12月31日期間（訂單銷售時間或合同簽訂時間）“水下液壓剪切機具設備（海洋水下環境使用）”業績數量2 套（含）以上。投標人投標時，需提供以下證明文件：1）銷售訂單的證明文件復印件或銷售合同的關鍵頁復印件 和 2)證明海洋水下環境使用的客戶證明文件。
The manufacturer of the bidder's bidding products has more than 2 sets (including) of " Hydraulic subsea shear（use of marine underwater environment）" during the period from January 1, 2009 to December 31, 2018 (order sales time or contract signing time) in global. When bidding, the bidder shall provide the following supporting documents: 1) copies of supporting documents of sales order or key pages of sales contract, and 2) copies of customer supporting documents for the use of marine underwater environment.
證明文件須至少體現以下內容：訂單銷售時間或合同簽訂時間、貨物名稱、供貨數量、使用環境（客戶證明中體現海洋水下環境使用）。未提交業績證明文件，或所提供的業績證明文件無法驗證前述信息，均視為無效業績。
The supporting documents shall at least reflect the following contents: the time of order sales or contract signing, the name of goods, the quantity of goods supplied, and the use environment (marine underwater environment in customer supporting documents). Failure to submit performance supporting documents or failure to verify the above information in the performance supporting documents provided shall be deemed as invalid performance.
3. 有興趣的投標人可通過以下方式獲取招標文件：從2020年01月07日開始至2020年1月17日止，請登錄中國海洋石油集團 采辦業務管理與交易系統（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Jan.07, 2020 to Jan 17, 2020.For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
