1.中化建國際 （以下稱為“招標代理機構”）受中海石油寧波大榭石化 （以下稱為“招標人”）委托，就中海石油寧波大榭石化 餾分油改擴建項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC NINGBO DAXIE PETROCHEMICAL LTD (hereinafterreferred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Distillate Revamp and Expansion project of CNOOC NINGBO DAXIE PETROCHEMICAL LTD by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.對投標人的資格和業績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求:
Requirements for Qulification of Bidder:
A. 投標人應是投標設備的制造商或集成商，集成商應取得泵制造商的授權書。
The bidder shall be the manufacturer or integrator of the bidding equipment, and the integrator shall obtain the pump manufacturer's authorization certificate.
B. 電機能效必須達到國家標準最新一級能效，并在電機銘牌中進行標識。
The energy efficiency of the motor must reach the latest level one of the national standard and be marked on the motor nameplate.
（2）業績要求：
Requirement for Bidder's reference:
投標所報設備應至少在2個煉化項目上各有2臺輸送烯烴類介質、揚程大于等于480米、額定流量大于等于100m3/h的進料泵（OH6泵型）銷售業績，合同簽訂時間在2018年12月30日前。
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：無價銷售合同復印件（含相關技術附件）以及其他證明材料。投標人所提交的業績證明文件必須至少體現以下內容：項目名稱、合同簽署時間、設備名稱、數量、結構型式、介質、揚程和流量。未提交業績證明文件，或所提供的業績證明文件無法驗證合同簽署時間、設備名稱、數量、結構型式、介質、揚程和流量，均視為無效業績。
The bidded equipment shall applied in at least two petrochemical projects, and in each project shall have at least two sets of sales performance of feed pumps (OH6 type pump, medium is olefin), with differential head of 480m or above and rated flow of 100 m3/h or above. The contract shall be signed before December 30, 2018.
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract(including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows:Project name, Contract Signature Date, Plant Name, Name of Equipment,Structure Type,Process Gas Type, Quantity and processing capacity. If no documentary evidence furnished,or documentary evidence furnished can not demonstrate Contract signing Date, Plant Name, Name of Equipment,Structure Type, Process Gas Type, Quantity and processing capacity,the relevant reference will be deemed unvalid.
3.有興趣的投標人可通過以下方式獲取招標文件：從2020年1月19日開始至2020年2月7日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from January 19, 2020 to February 7, 2020. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
