1.中化建國際 （以下稱為“招標代理機構”）受中海油石化工程 （以下稱為“招標人”）委托，就江蘇濱海LNG接收站項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as“the Tendering Agent”), entrusted by CNOOC Petrochemical Engineering Co., Ltd.(hereinafterreferred to as “Tenderee”), intends to purchase the Goods and the relevantservices required under LNG Ship-loading pump by International Competitive Bidding.The Bidders are kindly requested to provide the following Goods and serviceswith sealed bids.

Nameof Goods: LNG Ship-loading pump

 

數量：3臺套

Quantity:Three sets

 

規格：設計流量為2000m3/h，揚程為150m，設計壓力為1.82 MPa G，設計溫度為-165/+65℃。

Specification:The design flow is 2000m3 / h, differential headis 150m, design pressure is 1.82 MPa G, design temperature is -165/+65℃.

  

交貨期Delivery Schedule: 

分兩批交貨，第一批包括底閥和假泵，第二批包括泵和備件等。

Goods shall be delivered in two batches, the first batch shallinclude Foot valve and Dummy pump; the pumps, spares and other parts as thesecond batch.

境內貨物：第一批于合同簽訂之日起60周；第二批于合同簽訂之日起69周。

For goods inside the PRC customs territory: The first batch arrived at Jiangsu Binhai LNG Terminal ProjectSite within 60 weeks from the date of the signing of the contract,the secondbatch arrived at Jiangsu Binhai LNG Terminal Project Site within 69 weeks from thedate of the signing of the contract.

境外貨物: 第一批于合同簽訂之日起56周；第二批于合同簽訂之日起65周。

For goods outside the PRC customs territory: the first batch shall  arrive at Shanghai Port, P.R.Chinawithin 56 weeks from the date of the signing of the contract,the second batchshall arrive at  Shanghai Port,P.R.China within 65 weeks from the date of thesigning of the contract.

境內貨物：江蘇省鹽城市濱海縣濱海港開發區江蘇LNG接收站買方指定現場

2.對投標人的資格和業績要求：

（1）資格要求

Requirementsfor Qulification of Bidder

A．投標人應為所投貨物的制造商。本次招標不接受代理商投標。

Thebidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

 

 

（2）業績要求：

Requirement for Bidder'sreference:

制造商近十年內（2010年1月1日至2019年12月31日）應具有至少2臺設計流量為2000m3/h及以上，揚程為150m及以上的LNG裝船泵供貨業績，并提供業績證明文件，包括：銷售合同復印件（含首頁以及簽字頁、關鍵技術參數頁等）、交貨接收證明文件以及其他證明材料。

In the recent ten years (from January 1, 2010 to December 31,2019), the manufacturer shall have at least two sets of sales performance ofLNG Ship-loading pump with design flow of 2000m3/h or above and differentialhead of 150m or above.,and provide performance supporting documents, including:copies of sales contract(including home page, signature page, key technicalparameters page, etc.),goods delivery or receipt documents and other supportingdocuments.

 

3.有興趣的投標人可通過以下方式獲取招標文件：從2020年3月26日開始至2020年4月3日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。

The interested Bidders may obtain the biddingdocument by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasingBidding document from March 26th, 2020 to April 3rd, 2020. For the first time of login, a registration(free ofcharge) is needed and only after successful registration, Bidder canpurchase Bidding documents online. The whole purchasing process must be operatedonline and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documentswhich is non-refundable, Bidder may download the Bidding documents. Bidder failsto purchase Bidding documents online is not eligible to bid.

 

4.投標文件遞交截止時間和

未曾在中國電力招標采購網（www.dlztb.com）上注冊會員的單位應先注冊。登錄成功后根據招標公告的相說明下載招標文件！
