1. 中化建國際 （以下稱為“招標代理機構”）受深圳海油工程水下技術 （以下稱為“招標人”）委托，就海洋局海洋經濟創新發展示范項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as“the Tendering Agent”), entrusted by COOEC Subsea Technology CO., LTD.(herein after referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Ocean Bureau Ocean Economic Innovation Development Demonstrative Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.
1.1貨物

1.3簡要技術規格：Brief Technical Specification:
a)深水液壓過濾器，型號深水液壓Cardev過濾器，適用水深不小于2000m，輸入壓力2-6Bar，最大工作溫度95℃，硬質氧化鋁外殼和316不銹鋼殼體；
b)ROV控制閥，型號1/4"3向深水閥門，工作壓力6000PSI；
c)ROV操作球閥：最大操作扭矩小于100Nm；
d)單向閥：開啟壓力小于1bar；
e)深水液壓補償器：補償器體積20升；
f）深水液壓快速接頭：型號深水液壓3孔快速接頭，工作水深2000米，接頭連接時最大工作壓力250bar，接頭未連接時最大工作壓力250bar，接頭連接時最大爆破壓力1000bar，接頭未連接時爆破壓力1000bar，ROV操作連接/拆開方式順時針/逆時針旋轉ROV手柄,最大操作扭矩不超過100Nm；
g)深水試壓泵：最大出口壓力1000 bar，最大輸出流量30L/min；
a)Subsea Hydraulic Filter:Subsea Hydraulic Cardev Filter,Working Water Depth not less than 2000m,Input Pressure: 2-6 Bar,Max Working Temperature: 95℃,Material: Hard anodised housing and 316 grade stainless steel hardware;
b)ROV Paddle Valve :1/4" 3-way subsea valve，Working Pressure 6000PSI;
c)ROV Paddle Ball Valve: Max operation to:Torque less than 100Nm;
d)Check Valve:Cracking pressure less than 1bar;
e)Subsea Hydraulic Compensator:Compensator volume 20 litre;
f)Subsea Hydraulic QD:Subsea Hydraulic 3 port QD connector,Working water depth:2000m,Max working pressure connected: 250bar,Max working pressure disconnected: 250bar,Max burst pressure connected:1000bar,Max burst pressure disconnected:1000bar,Connection/Disconnection Operation by ROV:Turn the Handle clockwise/counter-clockwise,Max operation torque less than 100Nm;
g)Subsea Hydrotesting Pump:Maximal outlet Pressure 1000 bar, Max Output Flow rate 30 L/min;
1.4交貨期Delivery Schedule:
境內：合同簽訂后20周內；
Within PRC customs territory: Twenty weeks after contract signed.
境外：合同簽訂后20周內。
Outside of PRC customs territory: Twenty weeks after contract signed.
1.5交貨地點
境內：廣東省深圳市南山區買方場地
Within PRC customs territory: The buyer’s yard, Nanshan district, Shenzhen, Guangdong, China.
境外：DAP中國廣東深圳機場（INCOTERMS2010）（含卸貨費），要求空運。
Outside of PRC customs territory: DAP Shenzhen Airport, Guangdong, China（INCOTERMS2010）（including charges for unloading）, Require Air Transport.
2. 對投標人的資格：
Requirements for Qualification and reference of Bidder:
（1）如果投標人為境內注冊公司，需提供有效的營業執照（具備獨立法人資格）、一般納稅人證明/稅務登記證、組織機構代碼證復印件或三合一營業執照，并加蓋公章（以上所有證明文件年審有效期內）。
Bidder registered within P.R. China customs territory shall provide copy of Business License (as an independent legal entity), Taxation Registration Certificate and Enterprise Organization Code certificate within their validity (a three–cert combined Business License is also acceptable ).All those documents shall be with bidder's company stamp.
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明復印件, 并由授權代表簽字。
Bidder registered outside P.R. China customs territory shall provide copy of business registration documents. All those documents shall be signed by bidder's authorized representative.
（2）投標人應提供所投產品制造商的有效質量體系認證證書；
The bidder shall furnish the valid Certificate of Quality Management System Certification of the goods manufacturer.
（3）是否接受代理商投標：接受, 投標人應得到制造商同意其在本次投標中提供該貨物的正式授權書（需提供制造商授權其參與本次投標的唯一授權書）。
Bid by Agent: Acceptable, the Bidder should be duly authorized by the goods' Manufacturer to supply the goods in this bidding project(must provide the manufacturer’s sole authorization to participatein this tender).
（4）是否接受聯合體投標：不接受
Joint Bids： Not Acceptable
3. 業績要求Requirement for Bidder's reference:
2015年1月1日至2019年12月31日，投標人所投產品制造商應具有應用水深至少500米的深水液壓過濾器、深水液壓補償器、深水液壓快速接頭和深水試壓泵銷售業績 (業績數量不限,可多個業績涵蓋上述產品）。
The Bidder shall furnish sales reference of the manufacturer,including Subsea Hydraulic Filter、Subsea Hydraulic Compensator、Subsea Hydraulic QD andSubsea Hydrotesting Pump, that applied not less than 500m water depth fromJan,1st 2015 to Dec,31th 2019(The quantity of reference is unlimited, multiple references can cover the above products is acceptable).
The Bidder shall furnish reference List in given form and corresponding documentary evidence. The documentary evidence could be contract, or order, or verificaion report,or other evidentiary documents.The documentary evidence furnished by the Bidder shall at least demonstrate the content show as follows:Client Name, Signature time of Sales Contract, Name of manufacturer, Name of Goods and application water depth,otherwise the reference is invalid.
The interested bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from July 9 2020 to July 17,2020.For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
