3.Qualification Requirements For Bidder

Qualifications or Performance：1. Power of attorney of legal representative; 2. The bidder must be an independent legal person from the people's Republic of China or a country or region with normal trade relations with the people's Republic of China (hereinafter referred to as "qualified source country / region"), which is legally and financially independent, operates legally and is independent of the tenderee and the bidding agency, and is qualified and able to provide the goods and services of this procurement project (or distributor).
