1.中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海油惠州石化 （以下稱為“招標(biāo)人”）委托，就中海油惠州石化 2200萬噸/年煉油產(chǎn)品結(jié)構(gòu)優(yōu)化及質(zhì)量升級項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

交貨期Delivery Schedule: 

境內(nèi)貨物：合同簽訂后50周（貨到項(xiàng)目現(xiàn)場時間）

For goods within the PRC customs territory：within 50 weeks after signing the contract(arrival date to the jobsite)

境外貨物: 合同簽訂后45周（提單發(fā)貨時間）

For goods outside the PRC customs territory: within 45 weeks after signing the contract(departure date on the Bill of Lading)

交貨地點(diǎn)Destination of delivery：

境內(nèi)貨物：大亞灣石化區(qū)項(xiàng)目現(xiàn)場

For goods within the PRC customs territory: Project Site in Daya Bay Petrochemical Zone

境外貨物：CIF中國深圳鹽田港

For goods outside the PRC customs territory: CIF Shenzhen Yantian Port, China

2.對投標(biāo)人的資格和業(yè)績要求：

Requirements for Qualification and reference of Bidder:

（1）資格要求

Requirements for Qulification of Bidder

投標(biāo)人應(yīng)為所投貨物的制造商或授權(quán)代理商。如果投標(biāo)人是代理商，則須提供制造商有效授權(quán)書。

The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent,it shall provide a valid Letter of Authority from Manufacturer.

     投標(biāo)人必須提供產(chǎn)品制造商的GB/T 19001/ISO-9001認(rèn)證證書。有防爆要求的閥門必須提供NEPSI或CQST或PCEC（及互認(rèn)機(jī)構(gòu)）頒發(fā)的防爆證書。

     Bidder must provide the GB/T 19001/ISO-9001 certification certificate of the product manufacturer. Valves with explosion protection requirements must provide explosion proof certificates issued by NEPSI or CQST or mutual      recognition agencies).

（2）業(yè)績要求：

Requirement for Bidder's reference:

投標(biāo)貨物的制造商應(yīng)具有用于AXENS或SEI工藝包重整裝置的隔劑閥或隔劑隔氣閥銷售業(yè)績，合同簽署日期為2009年1月1日至2018年12月31日。

投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：無價銷售合同復(fù)印件（含相關(guān)技術(shù)附件）以及其他證明材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署日期、項(xiàng)目名稱、工藝包提供方、裝置名稱（重整裝置）、設(shè)備名稱（隔劑閥/隔劑隔氣閥）。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗(yàn)證合同簽署日期、項(xiàng)目名稱、工藝包提供方、裝置名稱（重整裝置）、設(shè)備名稱（隔劑閥/隔劑隔氣閥），均視為無效業(yè)績。

The manufacturer of bid goods shall have Catalyst tight valves or catalyst or gas tight valves sales performance for AXENS's or SEI’s process Reforming plant. The contract shall be signed between January 1, 2009 and December 31, 2018.

Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows: Contract Signature Date, Project name, process owner (AXENS/SEI), Plant Name(Reforming Plant) and Equipment Name(Catalyst tight valves/catalyst & gas tight valves).If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Contract signing Date, Project name,process owner (AXENS/SEI), Plant Name(Reforming Plant) and Equipment Name(Catalyst tight valves/catalyst & gas tight valves), the relevant reference will be deemed unvalid.

3.有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2020年7月27日開始至2020年8月3日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。另外，投標(biāo)人還需要在 （ ooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from July 27, 2020 to Aug.3, 2020. For the first time of login, a registration (free of charge) is needed and only after successful registration,Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

In addition, the bidder need to succeed in the China international biddingnets( ）和中海油采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）上發(fā)布。

This Invitation for Bids will be published on China International Bidding website (）and China National Offshore Oil Corporation Procurement Platform at thesame time.
