1.中化建國際 （以下稱為“招標代理機構”）受中海油惠州石化 （以下稱為“招標人”）委托，就中海油惠州石化 2200萬噸/年煉油產品結構優化及質量升級項目所需部分貨物及相關服務進行國際公開招標?，F邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

For goods outside the PRC customs territory: within 25 weeks after signing the contract (departure date on the Bill of Lading)
交貨地點Destination of delivery：
境內貨物：大亞灣石化區項目現場
For goods within the PRC customs territory: Project Site in Daya Bay Petrochemical Zone
境外貨物：CIF中國深圳鹽田港
For goods outside the PRC customs territory: CIF Yantian Seaport, Shenzhen, P. R. China
2.對投標人的資格和業績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qulification of Bidder
投標人應為所投貨物的制造商或授權代理商。如果投標人是代理商，則須提供制造商有效授權書。
The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.
如果投標人為境內注冊公司，需提供有效的營業執照（具備獨立法人資格）、一般納稅人證明/稅務登記證、組織機構代碼證復印件，并加蓋公章（以上所有證明文件在年審有效期內）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license (with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided (all documents within the validity period);
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
產品制造商必須在中國設有技術服務中心，投標人必須在投標文件中說明其具有的現場技術支持和維護能力及組織結構。
The manufacturer of the product must have a technical service center in China, and in the bidding document the bidder must state its on-site technical support and maintenance capabilities and organizational structure.
（2）業績要求：
Requirement for Bidder's reference:
投標貨物的制造商應具有（1）用于中國境內芳烴聯合（PX）裝置，且精度等級不低于0.25級的高精度節流裝置（高精度文丘里），和（2）用于中國境內芳烴聯合（PX）裝置，且精度等級不低于0.25級的高精度節流裝置（高精度孔板）的銷售業績，合同簽署日期為2009年1月1日至2018年12月31日。
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：無價銷售合同復印件（含相關技術附件）和其他證明材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署日期、裝置名稱（PX裝置）、設備名稱（文丘里/孔板），精度等級（不低于0.25級）。未提交業績證明文件，或所提供的業績證明文件無法驗證合同簽署日期、裝置名稱（PX裝置）、設備名稱（文丘里/孔板），精度等級（不低于0.25級），均視為無效業績。
The manufacturer of bid goods (1)shall have accuracy level not less than 0.25 of high precision throttle devices（venture tube），and (2)shall have accuracy level not less than 0.25 of high precision throttle devices (orifice plate）sales performance used in PX plant located in the P.R.China. The contract shall be signed between January 1, 2009 and December 31, 2018.
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:copies of un-priced sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows: Contract Signature Date, Plant Name (PX Plant), Equipment Name (venture tube and orifice plate) and Accuracy level(not less than 0.25).If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Contract Signature Date, Plant Name (PX Plant), Equipment Name (venture tube and orifice plate) and Accuracy level(not less than 0.25), the relevant reference will be deemed unvalid.
3.有興趣的投標人可通過以下方式獲取招標文件：從2020年8月28日開始至2020年9月4日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from August 28, 2020 to September 4, 2020. For the first time of login, a registration (free ofcharge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
