1.中化建國際 （以下稱為“招標代理機構”）受中海油惠州石化 （以下稱為“招標人”）委托，就中海油惠州石化 2200萬噸/年煉油產品結構優化及質量升級項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

交貨期Delivery Schedule: 

境內貨物：合同簽訂后25周（貨到項目現場時間）

For goods within the PRC customs territory：within 25 weeks after signing the contract (arrival date to the jobsite)

境外貨物: 合同簽訂后25周（提單發貨時間）

For goods outside the PRC customs territory: within 25 weeks after signing the contract (departure date on the Bill of Lading)

 

交貨地點Destination of delivery：

境內貨物：大亞灣石化區項目現場

For goods within the PRC customs territory: Project Site in Daya Bay Petrochemical Zone

境外貨物：CIF中國深圳鹽田港

For goods outside the PRC customs territory: CIF Yantian Seaport, Shenzhen, P. R. China

 

2.對投標人的資格、業績和主要技術規格：

Requirements for Qualification and performance and Technology of Bidder:

 

（1）資格要求

Requirements for Qulification of Bidder

 

    a.投標人應為所投貨物的制造商或授權代理商。如果投標人是代理商，則須提供制造商有效授權書。

The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.

b.如果投標人為境內注冊公司，需提供有效的營業執照（具備獨立法人資格）、一般納稅人證明/稅務登記證、組織機構代碼證復印件，并加蓋公章（以上所有證明文件在年審有效期內）；

If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided(all documents within the validity period)

c.如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

If the bidder is an overseas registered company, it shall provide valid company registration certificate;

d.財務要求：境內投標人須提供與其名稱一致的2017-2019年度經審計的財務報表（其中包括審計報告、資產負債表、利潤表及現金流量表）；境外投標人如沒有經審計的財務報表，須提供與其名稱一致的、本公司蓋章或簽字認可的2017-2019年度財務報表（其中包括資產負債表、利潤表及現金流量表）：

Financial requirements： The domestic bidders shall provide the audited financial statements (including the audit report, balance sheet, profit statement and cash flow statement) of the year 2017-2019, which are consistent with their name.

    For foreign bidders, if no audited financial statements, the bidder shall provide annual financial statements of 2017-2019 (including balance sheet, income statement and cash flow statement), which are consistent with their name,with company’s seal or signature.

（2）業績要求：

    Requirement for Bidder's performance:

   投標貨物的制造商應具有至少1項重整和至少1項芳烴鎧裝多點柔性熱電偶的銷售合同業績，合同簽署日期為2009年6月30日至2019年6月30日。

   投標人必須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：無價銷售合同復印件以及其他證明材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署日期、買賣雙方簽名或蓋章、裝置名稱、設備名稱和技術規格。   未提交業績證明文件，或所提供的業績證明文件無法驗證合同簽署日期、裝置名稱及使用位置、技術規格等均視為無效業績。

 

The manufacturer of bid goods shall have at least 1 contract of Multi-Point Thermocouple sales performance used in Reforming plant and at least 1 contract of Multi-Point Thermocouple sales performance used PX plant. The contract shall be signed between June 30, 2009 and June 30, 2019.

Bidder shall furnish performance List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows: Contract Signature Date, Plant Name, Equipment Name and Technical Specifications .If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Contract Signature Date, Plant Name, Equipment Name  and Technical Specifications, the relevant reference will be deemed unvalid.

 

(3)主要技術規格

Main technical specifications:

制造商的鎧裝多點柔性熱電偶必須有ISO9001質量體系認證，并同時具有ASME boil and pressure vessel code NB證書和U code證書，保證熱電偶可以達到反應器級的安全等級和可靠性；多點熱電偶必須提供產品整體的由第三方機構出具的SIL2證書，不接受自我申明證書。

 The manufacturer’s armored multi-point flexible thermocouple must have ISO9001 quality system certification, and also have ASME boil and pressure vessel code NB certificate and U code certificate at the same time to ensure that the thermocouple can reach reactor-level safety and reliability; Thermocouples must provide a SIL2 certificate issued by a third-party organization for the entire product. Self-declaration certificates are not accepted.

 

3.有興趣的投標人可通過以下方式獲取招標文件：從2020年9月3日開始至2020年9月10日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from September 3, 2020 to September 10, 2020. For the first time of login, a registration (free ofcharge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

 

4.投標文件遞交截止時間和

未曾在中國電力招標采購網（www.dlztb.com）上注冊會員的單位應先注冊。登錄成功后根據招標公告的相說明下載招標文件！
