1.中化建國際 （以下稱為“招標代理機構”）受中海油惠州石化 （以下稱為“招標人”）委托，就中海油惠州石化 2200萬噸/年煉油產品結構優化及質量升級項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

交貨期Delivery Schedule: 

境內貨物：合同簽訂50周（貨到項目現場時間）

For goods within the PRC customs territory：within 50 weeks after signing the contract (arrival date to the jobsite)

境外貨物: 合同簽訂后48周（提單發貨時間）

For goods outside the PRC customs territory: within 48 weeks after signing the contract (departure date on the Bill of Lading)

交貨地點Destination of delivery：

境內貨物：大亞灣石化區項目現場

For goods within the PRC customs territory: Project Site in Daya Bay Petrochemical Zone

境外貨物：CIF中國深圳鹽田港

For goods outside the PRC customs territory: CIF Yantian Seaport, Shenzhen, P. R. China

2.對投標人的資格和業績要求：

Requirements for Qualification and reference of Bidder:

（1）資格要求

Requirements for Qualification of Bidder

投標人應是投標貨物的制造廠商（包括制造廠商所在集團公司內負責銷售的公司）。如果投標人是制造廠商所在集團公司內負責銷售的公司，應提供聲明，說明投標人與制造廠商隸屬同一集團,負責投標貨物的銷售工作。

The bidder shall be the manufacturer of the bid goods (including the product sales company within the manufacturer's group).If the bidder is a company responsible for sales within the manufacturer's group, it shall provide a statement stating that the bidder and the manufacturer belong to the same group and are responsible for the sales of the bid goods.

如果投標人為境內注冊公司，需提供有效的營業執照（具備獨立法人資格）復印件，并加蓋公章（以上證明文件在年審有效期內）；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。

If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);

If the bidder is an overseas registered company, it shall provide valid company registration certificate.

投標時須提供報價閥門、執行機構或閥門執行機構整體認證的SIL證書，安全等級應為TüV、Exida 、BV（Bureau Veritas）等國際認證機構頒發的IEC61508 SIL2認證，認證證書、測試報告、安全手冊齊全。

The Bidder shall provide the SIL certificate of the valve or actuator or valve and actuator as a whole. The safety grade shall be IEC61508 SIL2 certificate issued by TuV, Exida, BV (Bureau Veritas). The  certificate, test report and safety manual are complete.

（2）業績要求：

Requirement for Bidder's reference:

投標人應具有用于芳烴聯合(PX)裝置的DN800及以上、CL300及以上、金屬硬密封VI級（或API598）和具有用于煉油或乙烯生產裝置的介質為烴類、DN1900及以上、金屬硬密封VI級（或API598）的三偏心蝶閥的新建項目銷售業績，合同簽署日期為2009年1月1日至2019年12月31日。

投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：無價銷售合同復印件（含相關技術附件）以及其他證明材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署日期、項目名稱、裝置名稱（PX裝置或其它煉油/乙烯生產裝置）、閥門規格1（DN800/CL300/金屬硬密封VI級或API598）、閥門規格2（烴類介質/DN1900/金屬硬密封VI級或API598）、設備名稱（三偏心蝶閥）。未提交業績證明文件，或所提供的業績證明文件無法驗證合同簽署日期、項目名稱、裝置名稱（PX裝置或其它煉油/乙烯生產裝置）、閥門規格1（DN800/CL300/金屬硬密封VI級或API598）、閥門規格2（烴類介質/DN1900/金屬硬密封VI級或API598）、設備名稱（三偏心蝶閥），均視為無效業績。

The bidder shall have used in PX plant of triple eccentric butterfly valve in terms of DN800 and above，CL300 and above and metal seal grade VI (or API598) sales project performance; meanwhile, it shall have triple eccentric butterfly valve in terms of olefin, DN1900 and above, and metal seal grade VI (or API598) sales project performance to be used in oil refining or ethylene production plants. The contract shall be signed between January 1, 2009 and December 31, 2019.

Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows: Contract Signature Date, Project Name,Plant Name (PX Plant or other oil refining or ethylene production plants), Valve Specification I(DN800,CL300, metal seal grade VI (or API598)), Valve Specification II(olefin,DN1900, metal seal grade VI (or API598)),and Equipment Name (triple eccentric butterfly valve).If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Contract Signature Date, Project Name,Plant Name (PX Plant or other oil refining or ethylene production plants), Valve Specification I(DN800,CL300, metal seal grade VI (or API598)), Valve Specification II(olefin,DN1900, metal seal grade VI (or API598)),and Equipment Name (triple eccentric butterfly valve, the relevant reference will be deemed unvalid.

3. 有興趣的投標人可通過以下方式獲取招標文件：從2020年9月14日開始至2020年10月21日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。另外，投標人還需要在 （ ooc.com.cn) on the page ofInvitation for bid for purchasing Bidding document from September 14, 2020 to September 21, 2020. For the first time of login, aregistration (free ofcharge) is needed and only after successful registration,Bidder can purchase Bidding documents online. The wholepurchasing process must be operated online and offlinepayment will not be accepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding documents which isnon-refundable, Bidder maydownload the Bidding documents. Bidder fails to purchaseBidding documents online is not eligible to bid.

In addition, the bidder need to succeed in the China international biddingnets ( ）和中海油采辦業務管理與交易系統（ ooc.com.cn）上發布。

This Invitation for Bids will be published on ChinaInternational Bidding website (）and China National Offshore Oil Corporation Procurement Platform at thesame time.
