1.中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海油惠州石化 （以下稱為“招標(biāo)人”）委托，就中海油惠州石化 動(dòng)力部2#鍋爐超低壓燃燒器及自動(dòng)化改造項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as“the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited(hereinafter referred to as“Tenderee”), intends to purchase the Goods and the relevant services required under ultra low pressure burner and automation upgrading project of 2# boiler of power station of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Name of Goods: Ultra low nitrogen burner and valve group

Quantity: Six sets

規(guī)格：燃燒器在燃燒氣體燃料工況下氮氧化物排放≤50 mg/Nm3（負(fù)荷30%～100%，煙氣再循環(huán)量≤15%， 基準(zhǔn)氧含量3% 干基），排放CO≤100mg/Nm3。

Specification: Under the condition of combustion gas fuel, the NOx emission of burner is ≤ 50 mg/Nm3 (load 30% ~ 100%, flue gas recycling volume ≤ 15%, reference oxygen content is 3% dry basis), and emission Co ≤ 100mg/Nm3.

交貨期Delivery Schedule: 

境內(nèi)貨物：合同簽訂后32周（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間）

For goods within the PRC customs territory：Within 32 weeks after signing the contract (arrival date to the jobsite)

境外貨物: 合同簽訂后32周（提單發(fā)貨時(shí)間）

For goods outside the PRC customs territory: Within 32 weeks after signing the contract (departure date on the Bill of Lading)

2.對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

Requirements for Qualification and reference of Bidder:

（1）資格要求

Requirements for Qulification of Bidder

投標(biāo)人應(yīng)是投標(biāo)貨物的制造商（包括制造商所在集團(tuán)公司內(nèi)負(fù)責(zé)銷售的公司）。如果投標(biāo)人是制造商所在集團(tuán)公司內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供聲明，說明投標(biāo)人與制造商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。本次招標(biāo)不接受代理商投標(biāo)。

The bidder shall be the manufacturer of the bidding goods (including the company responsible for sales within the manufacturer's group company). If the bidder is a sales company within the manufacturer's group company, it shall provide a statement that the bidder and the manufacturer belong to the same group and is responsible for the sales of the bidding goods.Bid by agent is not accepted.

（2）業(yè)績(jī)要求：

Requirement for Bidder's reference:

投標(biāo)人所報(bào)業(yè)績(jī)應(yīng)同時(shí)滿足以下條件：

a)   截止到2019年12月31日，投標(biāo)人應(yīng)具有燃油燃?xì)忮仩t或燃?xì)忮仩t（蒸發(fā)量在130T/H及以上，蒸汽壓力等級(jí)在9.8MPa及以上、主汽溫度可達(dá)520℃及以上，有煙氣外循環(huán)系統(tǒng)）燃燒器的銷售業(yè)績(jī)，能負(fù)責(zé)燃燒控制系統(tǒng)（BMS）和鍋爐自動(dòng)負(fù)荷調(diào)節(jié)系統(tǒng)（CCS）的設(shè)計(jì)，提供PID圖、儀表規(guī)格書、材料表、供貨清單（含名稱、型號(hào)、數(shù)量等）、接線圖、邏輯控制圖及邏輯說明、回路控制圖及控制說明等完整的儀表設(shè)計(jì)文件。

b)   鍋爐燃?xì)夤r下NOx排放須≤50mg/Nm3（負(fù)荷30%～100%，煙氣再循環(huán)量≤15%，基準(zhǔn)氧含量3% 干基，若有脫硝系統(tǒng)需在脫硝前），須提供第三方檢測(cè)報(bào)告或業(yè)主出具的蓋章證明文件。  

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：無價(jià)銷售合同復(fù)印件（含相關(guān)技術(shù)附件）以及其他證明材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽訂時(shí)間、單位名稱、貨物名稱、運(yùn)行參數(shù)（鍋爐蒸發(fā)量、主汽壓力、主汽溫度，是否有煙氣外循環(huán)系統(tǒng)）及業(yè)績(jī)中要求的其它指標(biāo)。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法驗(yàn)證合同簽訂時(shí)間、單位名稱、貨物名稱、運(yùn)行參數(shù)鍋爐蒸發(fā)量、主汽壓力、主汽溫度，是否有煙氣外循環(huán)系統(tǒng)及業(yè)績(jī)中要求的其它指標(biāo)的，均視為無效業(yè)績(jī)。

The performance quoted by the bidder shall meet the following conditions at the same time:

a)   Until December 31, 2019，the bidder shall have sales performance of burners applied in oil and gas boilers or gas-fired boilers (evaporation capacity is 130 T/H or above, steam pressure is 9.8MPa or above,main steam temperature is 525 ℃ or above, With flue gas external circulation system) and be responsible for the design of combustion control system (BMS) and boiler automatic load regulating system (CCS), providing PID diagram, instrument specification, material list, supply list (including name, model, quantity, etc.), wiring diagram, logic control diagram and logic description, loop control diagram and control specification, etc.

b)   The NOx emission of boiler gas condition shall not be more than 50mg / Nm3 (load 30% ~ 100%, flue gas recirculation volume ≤ 15%, reference oxygen content is 3% dry basis, before denitration if with denitration system), the third party test report or burner type test certificate issued by China special inspection institute or stamped certificate issued by the owner shall be provided.  

Bidder shall furnish reference List in given form, and provide corresponding documentary evidence.The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) and other evidentiary documents.The evidentiary documents provided by Biddershall at least demonstrate the contents as follows: contract signature date, company name, goods name, operation parameters (boiler evaporation capacity, main steam pressure and main steam temperature, if there is flue gas external circulation system) and other performance indicators required.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate contract signature date, company name, goods name, operation parameters (boiler evaporation capacity, main steam pressure and main steam temperature, if there is flue gas external circulation system) and other performance indicators required, the relevant reference will be deemed unvalid. 

3．有興趣的合格投標(biāo)人可通過以下方式獲取招標(biāo)文件：

從 2020年10月23日開始至2020年10月30日止，請(qǐng)登錄中國(guó)海洋石油集團(tuán) 采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。另外，投標(biāo)人還需要在 （ ooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from October 23, 2020 to October 30, 2020.For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted.After successful payment of RMB 2000.00 or USD300.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents.Bidder fails to purchase Bidding documents online is not eligible to bid. In addition, the bidder need to succeed in the China international bidding nets( ）和中海油采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）上發(fā)布。

This Invitation for Bids will be published on China International Bidding website (）and China National Offshore Oil Corporation Procurement Platform at the same time.
