中化建國際 （以下稱為“招標代理機構”）受中海石油（中國） 湛江 （以下稱為“招標人”）委托，就烏石17-2/23-5油田群聯合開發工程項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC CHINA LIMITED, ZHANJIANG BRANCH (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Wushi17-2/23-5 Oilfield Group Development Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招標條件 Bidding Conditions
項目概況：烏石17-2/23-5油田群位于南海北部灣盆地烏石凹陷的東部，距北部灣盆地目前在生產的潿洲油田群約80km，東距廣東省雷州半島烏石鎮烏石港約13~25km。烏石17-2/23-5油田群開發工程項目采用聯合開發方案，擬在海上新建2座八樁腿井口平臺（WS17-2 WHPA和WS16-1W WHPA）和1座四樁腿無人值守井口平臺（WS23-5 WHPA），在烏石鎮新建1座陸上終端，另外新建3條海底混輸管線、3條海底注水管線和3條海底復合電纜；3個平臺的平臺生產物流通過WS17-2 WHPA的海底混輸管線輸
Project Summary：The WuShi17-2/23-5 oil fields are located in the Beibu Gulf Basin, the South China Sea. It about 80km away from the production of Weizhou oil fields, and about 13~25km west of Wushi Port of Wushi Town, Leizhou Peninsula, Guangdong Province. It is recommended to develop joint development project to develop the WuShi oil fields.The joint development project plans to build two eight-leg wellhead platforms (WS17-2 WHPA and WS16-1W WHPA), one four-leg Unattended wellhead platforms (WS23-5 WHPA),one onshore terminal in Wushi Town, three mixed transportation subsea pipelines for production,three subsea pipelines for water injection and three subsea composite cable. The three platform production fluid transported to the Wushi onshore terminal for processing through the WS17-2 WHPA subsea pipeline, and the production water is processed by the onshore terminal and the qualified production water is returned back to each platform for water injection through the WS17-2 WHPA water injection subsea pipeline.

3. 對投標人的資格和業績要求Requirements for Qualification and reference of Bidder
（1）資格要求Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 如果投標人為代理商，投標人應得到所投貨物制造商（該等制造商可以是實際生產所投貨物的企業，也可以是所投貨物品牌的集團公司內的其他有權企業）同意其在中國為本次投標提供該貨物的合法正式授權書。
B. If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding. The manufacturer of the goods could be the enterprise who actually manufacturing the goods for this bidding, or another enterprise who belongs to the Group Company of the brand of the goods for this bidding and has the right to issue the authorization.
C. 境內投標人須提供與其名稱一致的2019-2021或2020-2022年度經審計的財務報表（其中包括審計報告、資產負債表、利潤表及現金流量表）。 境外投標人如沒有經審計的財務報表，須提供與其名稱一致的、本公司蓋章或簽字認可的2019-2021或2020-2022年度財務報表（其中包括資產負債表、利潤表及現金流量表）。投標人的成立時間少于規定年份的，應提供成立以來的財務狀況表。 可以使用母公司的財務報表。注冊資本少于投標金額的5%的投標人的投標將被拒絕。
The domestic bidders shall provide the audited financial statements (including the audit report, balance sheet, profit statement and cash flow statement) of the year 2019-2021 or 2020-2022, which are consistent with their name.
For foreign bidders, if no audited financial statements, the bidder shall provide annual financial statements of 2019-2021 or 2020-2022 (including balance sheet, income statement and cash flow statement), which are consistent with their name,with company’s seal or signature.
Bidder who established later than 2019 shall submit Financial Statements and Audit Reports from the year of its establishment.
Branch company is allowed to used its parent company’s financial statements.
Bidder who’s ‘regestered capital is less than 5% of its bidding price will be rejected.

（2）資質要求及證明文件Requirements of Qualification of Bidder and Certificate
A. 3C證書：對國家3C目錄內的產品，制造商必須取得防爆電氣類產品強制性產品認證（CCC認證）證書，提供證書復印件，且證書在有效期內。
A. Certificate of China Compulsory Certification（CCC certificate）: For the products in the national 3C catalogue, the manufacturer must obtain the mandatory product certification (CCC certification) certificate of the explosion-proof electric products, provide a copy of the certificate, and the certificate shall be within the validity period.
B. 防爆證書：投標人提供的防爆電氣電子產品必須取得國家指定防爆檢驗機構頒發的防爆合格證書。

（3）業績要求Requirement for Bidder's reference:
2014年1月1日至投標截止日（以合同簽署時間為準），投標人所投以下每個產品：多頻紅外火焰探測器、點式可燃氣體探測器、硫化氫探測器、氧氣探測器、氫氣探測器、感溫探測器、感煙探測器、手動釋放按鈕、手動抑制按鈕、釋放報警燈鈴、手動火災報警站、棄平臺按鈕、平臺狀態燈、六氟化硫探測器應具有至少2個石油、石化新建項目上的供貨業績（要求是滿足本項目規格和材質要求的同系列產品，不要求每種產品必須出現在同一個項目中，但每種產品在該產品對應單個有效項目供貨業績中的數量不低于以下要求：多頻紅外火焰探測器30套、點式可燃氣體探測器40套、硫化氫探測器5套、氧氣探測器1套、氫氣探測器1套、感溫探測器20套、感煙探測器20套、防爆手動釋放按鈕20套、防爆手動抑制按鈕20套、防爆釋放報警燈鈴20套、防爆手動火災報警站15套、防爆棄平臺按鈕5套、防爆平臺狀態燈25套、六氟化硫探測器1套）。投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。
投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、貨物數量（每種產品在該產品對應單個有效項目供貨業績中的數量不低于以下要求：多頻紅外火焰探測器30套、點式可燃氣體探測器40套、硫化氫探測器5套、氧氣探測器1套、氫氣探測器1套、感溫探測器20套、感煙探測器20套、防爆手動釋放按鈕20套、防爆手動抑制按鈕20套、防爆釋放報警燈鈴20套、防爆手動火災報警站15套、防爆棄平臺按鈕5套、防爆平臺狀態燈25套、六氟化硫探測器1套）、貨物規格材質、項目名稱及到貨驗收材料。
未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、貨物數量（每種產品在該產品對應單個有效項目供貨業績中的數量不低于以下要求：多頻紅外火焰探測器30套、點式可燃氣體探測器40套、硫化氫探測器5套、氧氣探測器1套、氫氣探測器1套、感溫探測器20套、感煙探測器20套、防爆手動釋放按鈕20套、防爆手動抑制按鈕20套、防爆釋放報警燈鈴20套、防爆手動火災報警站15套、防爆棄平臺按鈕5套、防爆平臺狀態燈25套、六氟化硫探測器1套）、貨物規格材質、項目名稱及到貨驗收材料的，均視為無效業績。
From January 1, 2014 to the bid deadline (Subject to the contract signing time), the bidder shall bid for each of the following products: Multi-frequency infrared flame detector, point-type combustible gas detector, hydrogen sulfide detector, oxygen detector, hydrogen detector, temperature detector, smoke detector, manual release button, manual inhibit button, release alarm lamp bell, manual fire alarm station, abandon platform button, platform status lamp, sulfur hexafluoride detector shall have at least 2 oil, petrochemical new project supply performance (Requirements refer to the same series of products that meet the specifications and material requirements of this project. Each product is not required to appear in the same project, but the quantity of each product in the delivery performance of a single effective project corresponding to the product shall not be less than the following requirements: 30 sets of Multi-frequency infrared flame detector , 40 sets of point-type combustible gas detector , 5 sets of hydrogen sulfide detector, 1 set of oxygen detector, 1 set of hydrogen detector, 20 sets of heat detector, 20 sets of smoke detector, 20 sets of Explosion-proof manual release button, 20 sets of Explosion-proof manual inhibit button, 20 sets of Explosion-proof release alarm strobe and bell, 15 sets of Explosion-proof manual fire station, 5 sets of Explosion-proof abandon platform station, 25 sets of Explosion-proof platform status lamps, 1 set of sulfur hexafluoride detector). The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials.
The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer name, goods name , goods quantity(the quantity of each product in the delivery performance of a single effective project corresponding to the product shall not be less than the following requirements: 30 sets of Multi-frequency infrared flame detector , 40 sets of point-type combustible gas detector , 5 sets of hydrogen sulfide detector, 1 set of oxygen detector, 1 set of hydrogen detector, 20 sets of heat detector, 20 sets of smoke detector, 20 sets of Explosion-proof manual release button, 20 sets of Explosion-proof manual inhibit button, 20 sets of Explosion-proof release alarm strobe and bell, 15 sets of Explosion-proof manual fire station, 5 sets of Explosion-proof abandon platform station, 25 sets of Explosion-proof platform status lamps, 1 set of sulfur hexafluoride detector),Goods specification and material,Project name and arrival acceptance materials.
No performance proof documents are submitted, or the performance proof documents provided cannot reflect the contract signing time, name of manufacturer, name of goods, quantity of goods （the quantity of each product in the delivery performance of a single effective project corresponding to the product shall not be less than the following requirements: 30 sets of Multi-frequency infrared flame detector , 40 sets of point-type combustible gas detector , 5 sets of hydrogen sulfide detector, 1 set of oxygen detector, 1 set of hydrogen detector, 20 sets of heat detector, 20 sets of smoke detector, 20 sets of Explosion-proof manual release button, 20 sets of Explosion-proof manual inhibit button, 20 sets of Explosion-proof release alarm strobe and bell, 15 sets of Explosion-proof manual fire station, 5 sets of Explosion-proof abandon platform station, 25 sets of Explosion-proof platform status lamps, 1 set of sulfur hexafluoride detector), Goods specification and material ,project name and received acceptance materials shall be deemed as invalid performance.
